Lawrence David is an expert legal advisor and litigator with sophisticated knowledge and insight into complex governmental legal and regulatory processes including the Foreign Influence Transparency and Accountability Act and its accompanying Regulations.

Lawrence has held several significant legal and policy positions at the highest levels of Canadian federal government:

• Legal and Policy Advisor at the Privy Council Office, supporting and advising the Prime Minister of Canada, the federal Cabinet, the Clerk of the Privy Council, the Counsel to the Clerk of the Privy Council, and the Minister of Democratic Institutions

• Legal Counsel at the Department of Justice Canada, supporting and advising the Minister of Justice and Attorney General of Canada, the Minister of Public Safety and Emergency Preparedness, the Minister of Crown-Indigenous Relations, and agencies including the Canadian Security Intelligence Service and the Royal Canadian Mounted Police

• Senior Legal and Parliamentary Advisor at the Senate of Canada, supporting and advising the 40 Senators comprising the Independent Senators Group

• Judicial Law Clerk at the Supreme Court of Canada in the Chambers of the Honourable Justice Rosalie Silberman Abella
  

• Judicial Law Clerk at the Quebec Court of Appeal in the Chambers of the Honourable Justice Pierre P.J. Dalphond

In these capacities, Lawrence had the privilege of contributing to the development of important legislative and regulatory initiatives, and to several judgments of considerable national importance. Lawrence's experience with all three branches of Canadian government has given him unique insight into the relationship between law and governance, law and public policy, and the separation of powers.

In addition to legal, advisory, strategic, and regulatory compliance services, Lawrence is also provides litigation services, including in respect of judicial proceedings for decisions and other processes arising under the Foreign Influence Transparency and Accountability Act. Lawrence has acted as counsel in fifteen (15) appeals heard by the Supreme Court of Canada, in addition to proceedings before the Federal Court, the Quebec Court of Appeal, the Quebec Superior Court, the Ontario Superior Court, the Ontario Court of Justice, the Court of King's Bench for Saskatchewan, and the Supreme Court of British Columbia. He is a member in good standing of the Law Society of Ontario.
